I’m planning to move my hypnotherapy practice from California to Houston, TX and need to find out what legal limitations are imposed on such practice by the State government.

Unfortunately, there are none. No regulation and no direct laws, it is typical in The USA to not have either. You may bring any complaints to the Attorney General’s office and they will try to handle any disputes.
